Proposition of a Simultaneous Strategy for International Conflict Deferral and Referral

That an electronic computer digital network be constructed, called "the Internet"
That a server be comissioned to host an international forum for the purposes of intelligence sharing to avert catastrophic clashes of power and establishment
ALL technologies must be appreciated (ie, proprietry, opensource etc.)
The forum must have a layering of access privileges to protect discussion from hostile anticipation and manipulation
The layers are to be moderated by chiefs of each layer, allowing simple, sanitised summaries of higher level discussion to be introduced to broader community
The forum should be able to cope with a billion active users
The forum should be able to cope with 8 billion guests


Maximum output is attained from the principle of disagreement but NOT exclusively when one can see that disagreement quite naturally separates things which are incompatible, just as two similar magnet poles oppose each other physically


TOP LAYER : leaders of countries and other influencing establishments (Kings/Queens etc.)
SECOND LAYER : Governments and their immendiate relevent agencies
THIRD LAYER : Intelligence Agency
FOURTH LAYER : Police Agency
FIFTH LAYER : Council Agency
SIXTH LAYER : Public Agency
